Social In-Person Visits

Social in-person visit reservations can be scheduled online. The San Diego Sheriff's eVisit System may be accessed through the Who's in Jail website. Hours of operation are Wednesday through Sunday, 7:00 am-7:00 pm.

Social in-person visit reservations can also be scheduled by telephone. Reservations may be made Wednesday through Sunday from 6:30 am to 6:00 pm, by calling (619) 409-5000 and select the option for the desired facility. Hours for the George Bailey Detention Facility are 10:00 am - 6:00 pm.

 Visit Reminders

  • Visitation is available 5 days a week. No visits on Tuesdays and Wednesdays.
  • A maximum of 3 visitors, including children, are permitted per visit.
  • Visits are scheduled on a first come, first served basis and are subject to change without notice. 
  • You must check in 30 MINUTES prior to your scheduled visit.  60 MINUTES if visiting the George Bailey Detention Facility and the Rock Mountain Detention Facility.
  • Visit reservations must be scheduled 24-hours in advance. There will be NO same day scheduling of visits.
  • Visitation will not be allowed if the incarcerated person is in one of the following housing modules:
    • COVID-19 Positive Module
    • Suspected COVID-19 (SPUI) Module
  • Visitors under the age of 18 years must be accompanied by a qualified adult who possesses valid photo identification and is cleared for visits. Qualified adult is defined as:
    • A parent
    • A court appointed guardian
    • Other adult having legal custody

    Service Animals

    Service animals, as defined by the Americans with Disabilities Act (ADA), are generally allowed to accompany people with disabilities during their visitation.  Some exceptions apply under federal law and a service animal may be lawfully excluded from the facility for specific reasons.  If a service animal is excluded, the visitor has the option to participate in the visit without the service animal.  See 28 C.F.R § 35.136, Service Animals, for more information.

    Video Visitation

    Video visits are available 7 days  a week and are 30 minutes in length.  Incarcerated person will be allowed 2 video visits per week.  Visits are scheduled on a first come, first serve basis, there will be NO same day visits.  Reservations must be made one day in advance and can only be scheduled by visiting Smart Communications .  A user account must be created prior to scheduling a video visit. 

    Video visits are subject to change or cancellation without prior notice.

    ***Due to a recent change in the phone system provider for our incarcerated population, calls from inside our detention facilities are coming from the number 727-349-1561.  It has come to our attention some mobile carriers are identifying this number in their spam settings and calls from incarcerated persons may be filtered out.  To ensure you receive these calls, please program this number into your phone or contact your phone provider to unblock this number.  We are working toward additional solutions and will post any additional changes here. ***

Located in Santee, the Las Colinas Detention and Reentry Facility (LCDRF) serves as the primary point of intake for incarcerated females in San Diego County. 

The facility opened in August 2014, replacing the old Las Colinas Detention Facility. That facility was built in 1967 and operated for a period of time as a juvenile facility before becoming a women’s facility in 1979. The new facility is staffed by approximately 200 sworn employees and 200 professional staff members. With the new facility comes the implementation of new operational philosophies. 

The first of these new philosophies is “Open Booking.” This booking model is new to San Diego County, replacing the traditional Intake/Booking setting where incarcerated persons were moved between holding cells as they completed the booking process. In the Open Booking approach, incarcerated persons are seated in an open area and called to medical screening, booking, and other areas within the booking process. Holding cells are used only for incarcerated persons whose actions and classification levels require them to be separated or treated more securely. Once the incarcerated person finishes each segment, they will return to the seating area and wait to be called upon for the next booking step. During this time, the incarcerated person will also have access to telephones and restrooms. 

Another new operational philosophy employed at LCDRF is “Direct Supervision.” Under this philosophy, deputies are stationed in the housing areas of incarcerated persons rather than being segregated in deputy’s stations apart from the incarcerated population. This allows for greater interaction between incarcerated persons and staff, giving them the ability to resolve conflicts before they become more serious problems. 

With improved facilities and academic/pre-employment classes, reentry services are another emphasis of LCDRF. Incarcerated persons will leave better prepared for successful reintegration to the community, lowering the chance of reoffending. 

LCDRF also provides a greater range of housing options for incarcerated persons requiring separation or special care for medical or mental health needs. 


Attention All Visitors

LCDRF Visit Rules

Nothing is to be brought into the facility except I.D. and car keys. The following items are specifically prohibited: purses or bags, diapers, diaper bags, toys, food or beverages, pets, firearms, knives, or other weapons, drugs or alcohol, and cigarettes.

Reservations must be made one day in advance. ALL VISITORS MUST CHECK-IN 30 MINUTES PRIOR TO THE SCHEDULED VISIT TIME. Cancellations can be made in person with ID verification. Visits may be canceled at any time due to rule violations, incarcerated person transfers, or for jail security.
