The San Diego County Sheriff's Department recognizes the usefulness of reentry services. The County Parole and Alternative Custody Unit (CPAC) was created to provide alternative custody programs. These programs include County Parole, Fire Camp, Home Detention, and Residential Reentry Center / Work Furlough with electronic monitoring. These programs are designed to socially reintegrate offenders through continued treatment and other required programming with a proactive supervision method. This method of supervision is designed to place the CPAC staff in contact with participants so that the goals and objectives of community safety, security, and reintegration can be achieved.

Incarcerated persons currently in the custody of the San Diego County Sheriff's Department and court referred applicants may be screened for participation in the Home Detention or Residential Reentry Center/Work Furlough (RRC/WF) Program. The County Parole program can be applied for after incarceration.


CPAC Programs

What are the differences between the programs?

RRC / Work Furlough
This center is administered by CoreCivic Inc. This center allows the participant to work or go to school during their sentence. The center also has staff to assist with other needs such as housing, job searching, and other social services. Participants' daily schedule outside of the facility will be approved by their assigned case manager. All participants' location will be tracked with an ankle worn GPS device.

Home Detention
Court referred custody may be satisfied at an approved residence as an alternative to county jail. While serving a sentence on home detention, one is allowed to work, attend school, or go to medical appointments, etc. All activities will have to be authorized by the assigned case manager while on the program. Extra activities are limited and will be determined by the participants' performance while on the program. All participants' location will be tracked with an ankle worn GPS device. Other adults in the residence must agree to CPAC rules. Alcohol monitoring may be required.

Pretrial
The Court may refer un-sentenced defendants to the CPAC Home Detention program in lieu of bail. All pretrial applicants must be referred from the court in order to be considered. Home Detention referrals in lieu of bail must be stipulated on the defendant's Superior Court minute order. If a defendant is approved for home detention and actively on the program, they are still allowed to bail out of custody releasing them from home detention and CPAC supervision. Home detention pretrial participants must attend all court ordered hearings. If they fail to appear at a scheduled hearing, they will be disqualified from the home detention program and remanded to jail. All participants' location will be tracked with an ankle worn GPS device. Other adults in the residence must agree to CPAC rules. Alcohol monitoring may be required.

County Parole
County Parole is an early release from custody program that is offered to persons who have been sentenced and meet the County Parole criteria. Incarcerated persons who have been sentenced and are eligible to apply will be scheduled for a hearing with the County Parole Board. During the hearing the applicant will be given an opportunity to explain why they should be granted an early release from custody and what they are prepared do once released from custody and moving forward. Prior to applying, the applicant must have served at least half their sentence. While in custody, they may submit a request to a correctional counselor for more information. If the applicant is on Home Detention or at RRC/WF, please call 858-614-7650 and ask to speak with a CPAC Correctional Counselor.

Fire Camp
The fire camp program is administered collaboratively by Cal fire and the California Department of Corrections and Rehabilitation (CDCR). Incarcerated persons in custody that meet the criteria for Fire Camp may be screened for this program. An incarcerated person must be sentenced pursuant Penal Code 1170(h) and currently in the custody of the San Diego County Sheriff. Participation in the program is on a voluntary basis. Incarcerated persons meeting the sentencing criteria may apply by submitting an Incarcerated Person Request form (J-20) to the Detentions Processing Division (DPD).
