In 2015, California passed the Racial and Identity Profiling Act (RIPA). The bill required each state and local agency that employs peace offers to annually report data on all stops to the Attorney General's Office. In addition, RIPA also created a RIPA Board, which is tasked with making data collection and analysis recommendations to the Attorney General’s Office. As one of the eight largest law enforcement agencies in California, the San Diego County Sheriff's Department was required to begin collecting data on July 1, 2018, and provide that data to the State Department of Justice (DOJ). The eight largest agencies are referred to as Wave 1 agencies by the RIPA Board. RIPA requires each agency to submit its data to DOJ by April 1st of the following year.
